Hristina Madzhirova

The committee’s findings of fact, handed down on 11 November 2025 after the evidential stage ran from 15 to 23 May 2025, concerned three strands. First, falsified coursework: she uploaded six Practical Competence Assessment Sheets (PCAS) onto PebblePad on 27 and 28 November 2022 containing a falsified signature in the name of Witness 1 — all six heads proved; another suggested she had completed “maintenance study 2” on 28 November 2022 and that Witness 1 had assessed and witnessed it, found proved as misleading, lacking in integrity and dishonest. Witness 1 confirmed he did not sign the forms and was not working on those dates; the appointment book confirmed neither he nor Madzhirova was rostered on Monday 28 November. She accepted she had uploaded the sheets and “drew” Witness 1’s signature, saying she treated them as a working document and a reminder; the committee rejected that account, finding she had made “a deliberate decision to falsify Witness 1’s signature in order that you could complete the course on time and not have to pay any additional fees”.

Second, between 13 December 2022 and 28 March 2024 she sent the provider ten emails containing complaints, refund demands escalating to a request for £36,000–£37,000, accusations that the providers were “scammers”, and threats relating to the tutor — found proved, the conduct inappropriate and unprofessional. Third, between 5 May and 16 August 2023 the tutor received six emails demanding money and attacking her professionalism and competence, found inappropriate, unprofessional and, in respect of several items, intimidating and threatening. One, sent at 01:49 on 16 August 2023, read: “Until you do not send me that money I wish you all the bad things in the world for your and your family…”. The tutor said the emails left her traumatised and fearing she would be tracked down. The provider reported the matter to the police, who warned Madzhirova on 25 August 2023 to stop or the matter would be taken further. Despite the warning, she emailed the provider again on 28 March 2024.

Public Reaction and Consequences

It found the conduct amounted to misconduct, describing the falsification and false submissions as “calculated and deliberate attempts to deceive” which, undetected, would have gained her a qualification for which she lacked the competence, risking harm to patients treated outside her scope of practice. An erasure order takes effect only after the appeal period — 28 days from service of notification — so the immediate suspension keeps her off the register meanwhile; if none is lodged, erasure replaces it after those 28 days, and any appeal keeps the suspension in force until it is disposed of.
